Pondicherry Urban Development Agency

Pondicherry Urban Development Agency is a Society registered under the Societies Registration Act, 1860 – vide Registration No.240 of 1998 after getting the approval of Government, vide G.O.Ms.No.63/98-99/LAS, dt.07.08.1998 of the Local Administration Secretariat, Puducherry.

FUNCTIONS OF PUDA

Develop the State Urban Poverty Programme and policy within the overall state urban strategy.
Monitor and assess the programme (MIS).
Plan, coordinate and monitor the State Training Plan.
Mobilize resources and determine allocations based on the need and performance.
Guide and supervise the programme implementation.
Report the programme status monthly or as per the requirement from time to time to the Department of MoH&UPA.

The following Schemes/Projects are implemented through this agency:-
A. DeenadayalAntyodayaYojana-National Urban Livelihood Mission (DAY-NULM)
B. Swachh Bharat Mission (Urban)
C. Corpus fund – MLA – LAD

IEC and Public Awareness

Proposed to engage NGO’s, Education Department and Directorate of Science Technology Environment for;
a). creation of awareness among the school children relating to sanitation, personal hygiene,
b). segregation of waste including households hazardous waste,
c). to create awareness among public through radio advertisements.

Capacity Building

Project Functionaries have attended the training programme conducted in the Regional Centre for Urban and Environmental Studies, Hyderabad.
Proposed to depute officials to attend training programme from 5th – 7th July 2016 conducted by National Key Resource Centre (NKRC) at Kanyakumari, Tamil Nadu.
Field staff will be sent to other states to learn their MSW management practices

Individual Household Latrines (IHL)

SBM (Urban) aims to ensure that a). No household shall engage in the practice of open defecation, b). No new insanitary toilets are constructed during the Mission period and c). Pit latrines are converted into sanitary latrines. All five ULB have conducted house to house survey and identified 6,256 households are required Individual Household Latrines and hence received 6,256 applications for construction of individual household Latrines.
As per the SBM (CSS of MoUD) Rs. 4,000/- is provided as incentive per each beneficiary for construction of one unit of Latrine or for conversion of insanitary toilet into Sanitary toilet in Urban Areas.
As the above incentive is not sufficient, a necessity is arisen to dovetail the Central scheme with the State Sanitation scheme (i.e) Chief Minister Sanitation Scheme.
Accordingly G.O has been issued vide G.O No.Ms.No 31/LAS/A4/2015 dt 29.09.2015.
PUDA has released an amount of Rs.1.25 crores to the Municipalities and Beneficiaries list forwarded to the Puducherry Slum Clearance Board for necessary action, for processing under Chief Minister Sanitation Scheme. Action has been initiated to complete the project by December 2016.

Community Toilet

Community toilet blocks are used primarily in low-income and/or informal settlements / slums, where space and/or land are constraints in providing a household toilet.
236 community toilets are functioning in various areas of five ULBs and 10 Commune panchayats of the UT of Puducherry.
Commissioners of both Municipalities/ Commune Panchayats have proposed to construct 30 Nos of New Community toilets.
Suitable places have been identified for some of the proposed toilets and for the remaining toilet units suitable places are yet to be identified.

Public Toilets

Public Toilets are required to be provided for the floating population / general public in places such as markets, train stations, tourist places, near office complexes, or other public areas where there are considerable number of people passing by.
58 Public toilets are functioning in various areas of five ULBs and 10 Commune panchayats of the UT of Puducherry.
Commissioners of both Municipalities/ Commune Panchayats have proposed to construct 67 Nos of New Public toilets.
Suitable places have been identified for some of the proposed toilets and for the remaining toilet units suitable places are yet to be identified.

CORPUS FUND –MLA-LAD

An amount of Rs.44,40,67,650/- received from Government of Puducherry for execution of works under MLA-LAD and Rs.44,13,62,876/- distributed to all Municipalities and Commune Panchayats.
