• The first General Election to Municipality it and Commune Panchayat were conducted in June-July, 2006. The duration of five year period of the Municipal Councils and the Panchayats was expired 13-07-2011.
  • Shri Udipta Ray, IAS(Rtd.), was appointed as the State Election Commissioner on 31.05.2012.
  • The State Election Commission issued two Notifications on 27.09.2012 (i) for allotment of reserved seats and Offices of Chairpersons of Municipalities and (ii) the other for allotment of reserved seats and offices of chair persons at all levels of Panchayats for the purpose of conduct of Elections in January 2013 on the basis of the delimitation of wards which was carried out in the year 1995 based on 1991 census
  • One Tmt. J. Anandalakshmi filed a writ petition in the Hon’ble High Court of Judicature at Madras on 05.11.2012 praying to quash the said notifications on the ground that there has been substantial increase in population from 1991 and there has been a gross mismatch in the ratio of population in each ward.
  • The Hon’ble High Court Judicature of Madras passed the following interim orders on 13.12.2012.
    • The Government of Puducherry shall immediately take steps to obtain the approved census of 2011, preferably within a period of two months from 13.12.2012 ( i.e. from the date of passing of the order);
    • On obtaining the approved final census of 2011, the Government of Puducherry shall carry out the delimitation of Municipal Wards and Village Wards and the reservation for backward classes;
    • After completion of the delimitation process and reservation notification shall be issued and forwarded to the State Election Commissioner, Puducherry, who shall proceed to notify the elections to the Civic bodies in the Union Territory of Pondicherry.
    • The election process shall be completed by the State Election Commission, within three months from the date of receipt of the delimitation notification from the Government of Puducherry.
    • The proceedings initiated by the State Election Commission culminating in the notification 27.09.2012, shall not be implemented”.
  • The Government constituted Delimitation Committee on 22.05.2013.
  • One Thiru V. Perumal filed a petition before the Hon’ble Supreme Court for Special leave to appeal against the above mentioned order of the Hon’ble High Court Madras.
  • The Petition came up before the Supreme Court on 31.08.2015 and the court was pleased to pass the following order: “Issue Notice. The Impugned order in so far as it directs the appearance of Chief Secretary is kept in abeyance until further orders.
  • The Committee submitted its report to the Government on 16.12.2015. Objections/suggestions were also called for from the public vide notification dated 02-03-2016.
  • Meanwhile the result of the General Elections to the Legislative Assembly of Puducherrywas declared on May 2016. Therefore, it appears that Panchayat elections to Local Bodies can be considered/conducted only after convening of Political Party meeting, appointment of State Election Commissioner, preparation of electoral rolls, pre-election process etc, on or before 31.12.2016 (Probable date of Completion of Civic Election).
